As the President and CEO of the Louisiana Disaster Recovery Foundation (LDRF), “Louisiana’s Fund for Louisiana’s People”, Flozell is responsible for envisioning and leading the foundation’s progress in its mission to strategically attract and disseminate resources in Louisiana toward an equitable, effective and inclusive recovery.

Prior to this appointment, Mr. Daniels led Tulane University’s (New Orleans' largest private employer) state and local policy relations operation. He was directly responsible for recommending and implementing policies that impact Tulane University’s interactions with state and local policy making bodies, such as the state legislature, the Mayor’s Office, the City Council and the Louisiana Board of Regents, as well as special projects with the private sector and non-profit community.

Mr. Daniels managed liaison activities between the university and the state and local legislative branches, state and local executive branches, and professional/educational associations. He developed a coordinated state and local legislative approach and develops the university’s priorities in these areas. He monitored current and pending legislative initiatives of the State of Louisiana and the City of New Orleans and serves as a primary point of contact with state and local stakeholders. Flozell managed state-level consultants that assist the university in developing and implementing state government strategies. Managed a statewide Legislative Advocacy Network and coordinated joint activities with the Office of Institutional Advancement, Alumni Affairs, Admission, and academic offices, gaining much needed state and local governmental support for university initiatives. Provided consultative support and assistance to the President in dealing with the state and city legislative process and communicated with state and city agencies for the purpose of presenting, explaining, and advocating Tulane’s positions, policies, programs, and priorities to these processes. Supervised the Legislative Scholarship Program and advised the Mayoral Scholarship Program. Organized cultivation activities for government officials to promote Tulane’s interest and worked independently on special private sector projects for the university.

Mr. Daniels is a graduate of Tulane University’s Master of Business Administration program with a concentration in Management & Organizational Behavior. He finished his undergraduate degree in Biological Sciences from the University of New Orleans and was involved in materials science research for more than six years with the U.S.D.A., Southern Regional Research Center in New Orleans. In addition, Mr. Daniels has certifications in grantsmanship, project management, audit compliance, and professional contract development/management.


Mr. Daniels currently serves as Chairman of the Urban League board of directors and is a Director with Associated Catholic Charities of New Orleans. He has also served as a board member of Great Expectations Foundation, Inc., serving as chair of the Planning and Evaluation Committee. Flozell is a former member of UNO’s International Alumni Association Board, has been President of the Dutch Morial Chapter of UNO’s Alumni Association and volunteers at McDonogh #35 Sr. High School (his alma mater) in their annual Career Day as a motivational speaker. Additionally, Flozell has served as an advisor to two public schools.

A New Orleans native, Mr. Daniels happily resides in the New Orleans area with his wife Heidi Lovett Daniels, a math & technology professor and civic leader, and their two children. His professional interests are in change management, external affairs, organizational behavior and talent development.
